eBreeze: designing paperless government around the people using it
Piloted in 2015, eBreeze brought a broad set of government functions into a paperless ERP initiative designed with national scale in mind. Making it usable for employees with different levels of IT confidence was central to the work.

The challenge
The ambition was much larger than replacing a paper form. eBreeze was piloted as a paperless e-government ERP solution that could scale across the country. In 2015, introducing that breadth of change was a demanding task. Government employees brought different levels of IT literacy, and the software had to work for the people carrying out the tasks every day.
What we built
- Covered human resources, inventory and transport management within the initiative.
- Included Kaizen (continuous improvement), performance management and project management.
- Supported awards, competitions and certifications, with a learning management system (LMS).
- Used a highly visual approach to help employees understand and follow the work.
- Continually refined the workflows to support employees at different levels of IT confidence.
What the pilot established
The 2015 pilot put the paperless government concept into practice across a broad functional scope. It also shaped an enduring part of Nanobotz's approach: adoption depends on clear visual design and repeated improvements to the everyday workflow.
What this experience taught us
A large system has to make sense one task at a time. Designing for the least confident user helps a wider team take part in the change.
